Go to pay my 1st bill from engie after 3 months with the Black Friday $250 signup deal posted on OzB. Looking at the payment plan options to see the bill gets increased by 20% and then divided up equally into a payment plan. This even legal ?

That's because you are not paying on time. They provide a discounted supply rate assuming you will pay on time. If you don't or request a payment extension/plan then that's the cost of doing business with them.
I'm 100% certain it would have been mentioned in the terms and conditions you agreed to when you signed up.

Its a payment plan. Why wouldn't it be legal? Same as CC.
