I think you are over thinking it.
It’s not “ICITY”, the | would be a divider and it’s “QTY” which would be short for “quantity”.
This would most likely be an internal tracking label for a distribution centre. 07F10 looks like a location within a warehouse somewhere, like aisle 7, row F, bucket 10.
The barcode is the number at the right hand end rotated at 90 degrees and could be anything, but most likely an internal item number.
The label is not going to tell you (fropanity) all and I don’t know why you even want this information. Are you looking for some kind of back story? You want to give it back? Have some sort of family reunion? What is the exact endgame of your enquiry?

Now everyone is asking the BIG question of why I need the information:
Not too long ago I was in Dubai and as I was travelling through, I came across Sharjah, which is like the second-hand market in the UAE and as I was going through the Secondhand markets I came Across a shop that was selling all Makita gear that was brand new and in boxes so when I spoke to the owner of the shop to see at price he was selling these tools at because I wanted to potentially buy from him in bulk and ship it over to where I am. But when I was inspecting the goods everything he was selling had Makita Austrailia on it which I found weird, so upon further inspection some of the boxes had Labels which I shared in my post and so now I am trying to figure it out how they get it from aus to the UAE or possibly which store is selling them.
