Yes, sometimes it can be. But there are some obviously things to try and do.

Have you tried switching the P.C. 📴 and on again?
Some upgrade on the PC used may have caused the problem or some app that has been installed since it last worked on the PC.
It's on Chrome though. Just keep giving "too many requests" message
Sounds like a weird redirect loop. So clear your cache and cookies, it might resolve it. Your browser could be caching previous data that is now changed with Microsoft and its causing a weird loop.
Tried incognito/inprivate mode in your browser?
It did work for me, but why though?
If it worked in Incognito mode, I would say it could be cache/cookies. So try clearing your cache and cookies.
Incognito mode is like a fresh browser window that doesn't use any existing cache and/or cookies stored by the system.
