Not if you're already an Oracle consultant, the certifications are often expensive. They're not great for learning though.
Are these good for job stuff? Would any hirer care about these stuff?

In terms of Cloud, no companies use Oracle. Aim to finish an Azure or AWS certificate.

If you want pure IAAS, Oracle is doing pretty well.
They just did a $30 billion a year deal with OpenAI
Sadly many do… Including mine.
They are one of the slowest, worst interface, most unnecessarily complex, worst to integrate, hard to admin business Intel databases out there.

Have free vps running on oci for private projects for a few years already and it runs very well without any issue.
