    it's hardware. it's a cpu. need to purchase ram, motherboard and ssd to get it working and a gpu to play games. Needs a case and power supply too and fans, cpu and case fans.

  How much % is 9800x3d faster then this in gaming (wow to be specific) does it justify ~$200 difference?

    depends on the games you play and the resolution you play at.

      Depends on the resolution but if you test at 1080p (or use upscaling from 1080p) and aren't testing games/settings that are GPU limited, the difference is more like 25%.

  Apologies if it has already been answered. I am new to PC build. Is it okay to buy the CPU and GPU from this Amazon UK or US? Is it good compared to 9900x3D I need for video editing beginner in that, ai and ml learning and also going to use VM and dual boot and programming and going to run dockers.

    Don't need the X3D for all of that, only if you're heavy into gaming.

    I'd stick with 9900X.

    No issues buying from Amazon UK or US, so long as Amazon is the seller - I wouldn't trust a third party.
