Is it the fastest Thunderbolt 3 - 5 speeds? Hell naw. What this is, gives you cheap storage expansion via an elcheapo NVME drive at roughly 900MB/s which is good enough for all you downloading illegally licensed 20GB 4K media files for a single watch and then deleting it thus reducing your read / write cycles on your main internal ssd and your more expensive super 8000MB/s NVME 4 external drives. Also adds an ok SD card reader, again is it super duper mega ultra SD reader speeds, nawwwww. Is it functional and fast enough, yes. And then the best part, adds a bunch of USB-A ports because Gen X oldies in the family still use USB-A devices and drives. The ideal low cost Mac Mini expansion input / output hub.

tl;dr : 10Gbps implies USB 3.2 Gen 2, not the fastest possible dock, but still allows a fast m.2 drive.
People that want faster speeds know they want faster speeds and they are the 1%. The people that ACTUALLY benefit from TB4-5 speeds are the 1% of that 1%. How I know this? Spent 3 months on Reddit before I got my $3500 Mac Mini M4 Pro setup with an ultra fast Crucial 4TB Gen 4 7000MB/s NVME ($400) via TB5 enclosure ($450) because I will be editing videos and such (at Speilberg level in my mind because Reddit makes you believe). $850 for high speed 4TB external storage YIKES, but you know, Reddit makes you believe. I then bought a 2nd low cost $150 cheap Lexar NVME and a cheap usb-c enclosure for $20 that reads and writes at a fraction (880MB/s vs my Crucial Speilberg Power $850 4TB 7000MB/s jobbie) and guess what? ZERO difference in 4K video editing speed and just a slightly faster rendering speed of 10 seconds saved lol. Stay away from Reddit, 99.9% of the people there are keyboard warriors with basic knowledge pretending to be a pro. If you are the 1% of the 1% or Reddit made you believe dropping $1000 on the fastest external drive setup will be worth it as you will be the next Speilberg, then go for the costlier options. To be honest, I would have been ok video editing on the $1150 bog standard M4 Mac Mini with 24GB memory upgrade and an elcheapo $150 NVME and a $50 enclosure vs spending $3500 on my setup because of analysis paralysis due to Reddit.

even cheaper than buying from JD. unfortunately, the "upgrade" model is not on sale.
It's not an upgrade model, it's a different model with displayport outputs for connecting more monitors.
Would this work with a Mac Mini M1?
It will but there are form specific ones for M1 and M2 Mac Mini's that will look better with your bigger Mac Mini.
