What have the people of SA, NT, and ACT done to the Cook Islands to not be given a chance?
SA and ACT are often excluded from comp entries because they have different local competition laws than the rest of the country. No idea why NT is excluded, but maybe its to do with Jetstar flights to the Cook Islands. Maybe they don't have direct flights?
shaneb is right. Since the competition is a game of chance and over a certain prize amount, permits are required in that state and territories.

I can't see anywhere on there if its for one or two people. The terms are a bit limited. The finish date is also a guess as they only list the draw date.
