Not that you want to risk it, but I just flew interstate with about 9kg of carry on, and they didn't even ask me to weigh it before I got on the plane. They also didn't say anything about my "personal item" which was a backpack weighing about 5kg. This was with Virgin Airlines, not sure about the others.
Budget airlines are waiting for you to make one mistake

That might be for the actual box/package itself which will include the box, some packaging, a booklet as well as the suitcase. Just guessing.

Even 3.1 is heavy.
My check in suitcase weighs only 3.2 kgs and expands to 120L
I use a Crumpler 30L back pack that weighs 1.3 kgs which is better as a carry on than this.
Have a hardshell carry on I got from target for 7.50, still going strong after more than a dozen trips

I only carry with carry-on. I bought a regular bag (not hardshell) and just put all my clothes on the outside and pack anything slightly delicate in the middle. I travelled India and Europe for a month each with no issues at all.
Kmart has 2.1kg carry on for around $65 ish, have done plenty of trips to SEA with it, including chucked around taxis, ferry's, bus trips ect…..
So far so good
Weight is very important if your traveling with carry on only for obvious reasons
