Based on my experience with eBay and the occasional tax invoices I received from domestic sellers, I think GST is calculated on what the seller supposedly receives, including shipping if shipped by them.
For example, an item's price is $20 plus shipping of $5.
Then there's a store discount of $1 off $10 spend, and 2% off with coins that's paid by the store ($0.40).
So the store gets 20 + 5 - 1 - 0.4 = $23.60. Then the GST is $2.36.
AliExpress may offer further discounts of $2 off $19 spend, and 28% off with coins ($5.60) so total 30% off with coins. These are supposedly paid by AliExpress.
So in the end you pay 23.60 - 2 - 5.60 = $16 + $2.36 GST = $18.36.
You can check how much discounts are paid for by AliExpress in the purchase detail under "AliExpress Coupons". How much the merchant receives is shown in the tax invoice.

You don't need to leave it on, you can visit it every 30m and you'll get it. Tested and got $5.

Didn't get that error at all yesterday, but constantly got the error in the last week.
I managed to only get it once today, and that's because I had the stream open and claimed it straight away when it popped up. But they seem to run out quickly.

I did not see the cable was on the list. (I should note you can also buy the shoes with coins, for a larger discount [anywhere from 5-20% extra off], but I did not want to chance it as I was unfamiliar with how they would match the person's livestream name because that name isn't the necessarily the same as your order name and you cannot seem to change your livestream name. So I bought directly by tapping on the screen which only gives 2% off with coins.)
I saw others like Sean yesterday were buying items because of the powerbank, but I was unsure what people were buying at the time.
Risks of purchasing
It appears to me that there is a big risk when buying in these livestreams because you can find yourself randomly be unable to chat. I suspect the issue was that someone was writing something about shopping credits and then I wrote my question underneath and they blocked me by accident… So, if you are participating, I would suggest just type something to test chat works such as hello but be very careful if you see there are inappropriate comments in the chatroom that have already been posted, otherwise you'll probably get blocked and end up missing out, and even worse, purchasing and then finding you cannot chat anymore!
I should note that if you cancel the order, it's not an immediate refund because it isn't a choice item. So, that's a risk too. You'll need to wait to receive the item and then the refund process is quite lengthy and different from the free returns as you will find people complaining about the process on reddit.
Concerns with livestream
At first I couldn't tell if the giveaway was genuine because I thought they blocked me because they knew I bought something already and I was actually going to buy another pair of shoes which would force them to give it away for free, but in the second stream I didn't come across this problem. I don't know if they unblocked me because I complained to Aliexpress support at around 10 pm, but that wasn't cool that they were randomly blocking people and then claiming I was some sort of hater.
I spewed and was ready to cancel the original order.
So for me, currently I've got two Li-Nings on the way, one I paid for, and another which was from the giveaway.
I wanted to get another one but I probably have too many shoes already.
Currently, I still don't know if I was blocked incorrectly or if there were some connection issues with the stream which meant I could not chat, but either way that's the risk you need to take into account.
Furthermore, I am not sure if they just blocked the other countries from participating that were not really buying items because there is usually a group of non-english speakers in the stream from Brazil that were just trolling the chat typing the catch phrase.
As far as I was aware, Omanichi didn't buy the shoes in stream 1 and was asking to redeem the reward for shopping credits instead. I saw people were commenting about that and they didn't get muted so I'm not sure what was going on there. I was asking if anyone bought any shoes to give me more confidence to buy some extra myself because it was a lottery, and if they blocked me for that it would be unfair because I wonder why they didn't block everyone else who was more "direct" at asking whether that specific person bought the shoes or not.
Then I saw the shoes I wanted to buy but no one bought them, someone was complaining it was the colours of Ukraine and that person wasn't blocked either. At this point was when I first realised I couldn't chat as I typed it's purple not blue. At this point I left the stream temporarily and it was not clear if someone eventually bought the shoes because the host usually gives some extra time to convince people to buy. Some time later I rejoined and they mentioned they were blocking certain haters. lol…
Overall it was not a good experience.
Regarding this shoe store.
I don't know if it is the same owner since it's the "Official Store" and there is also a Taobao/Tmall Official store, which I bought from in the past. I believe this was a real giveaway, but if somehow it turns out not to be, then that's a great way to burn one of your old loyal customers or future customer (if this is not the same owner). x_X!
I am literally a Taobao/Aliexpress OG, with over 10 years on Taobao and around 10 years on Aliexpress.
How Aliexpress can improve?
Don't allow muting of people randomly on the stream unless you are on a computer where you can confirm the comments, otherwise as I suspect, in a fast moving chatroom they just long press on someone's name and by then the comments have already moved which means they are muting the wrong person. I might be wrong and it was some issue with the livestream.
If they hadn't stated they were blocking haters, I wouldn't have any issues and would have just tossed it up to connection difficulties, but after they stated that, I spewed.
Ideally to prevent any miscommunication. That process would include the sending of a notification to the person about the message that was inappropriate with a button to appeal the decision… Simple right?

@easternculture: I don't know, but I am in a unique situation where I have screenshots that I have complied, including timestamps. I am escalating it.
In the meantime I got them to intercept and cancel the order. I'm still hoping they honour the free shoes though, possibly some time into the future.
I should note Li-Ning support has been very polite. It seems like the Aliexpress livestream team has not yet honoured it as far as I am aware.
This is a small hitch in the road, and it hasn't put me off from buying their shoes into the future.
@easternculture: Yeah, it's just a wait and see. I know there is going to be a gimmick and some people will not meet the requirement because after you pay the order goes into payment verification mode. I made sure it stated "to ship" before I entered the draw.
After it states to ship, the confirmation order goes through in the notifications, and that can be used as proof.
I do not think others did that, and sometimes that process can be slow, but for regular shoppers like myself it's normally 5-10 seconds.

Apparently not every user is eligible to participate in the livestream giveaways.
From my own research and an opinion from my colleague, apparently the issue is most likely due to where we live, which for me is NSW.
There is a $10,000 rule which limits the value of giveaways without a permit in NSW, but it is my understanding that many corporations are advised by their legal counsel to implement a blanket ban on giveaways in certain areas.
A search on reddit pops up other promotions also suffering this issue such as one by Chelsea FC
That specific post mentions New South Wales, but upon further research, other Australian states also have similar rules and a permit may be required which suggests those other states would be banned as well.
