Australian Post and airlines, for example, deems it a dangerous good. Battery fires are also not isolated cases that are exclusive to a region. Lithium batteries are used everywhere now. I've probably used hundreds of such batteries by now, and have dozens of dormant devices sitting around my house. None have ever caught fire. Is the risk zero? No. Is it very low? Yes.
There are growing restrictions on battery use. Etihad prohibits the use of power banks in flight. Emirates is implementing a ban from October. Its been many years since power banks were allowed in checked baggage. A power bank in an overhead bin caught fire recently on a Virgin flight. Just sitting there, not doing anything, until it decided to self combust.

It would be interesting to see if the power bank was showing signs of swelling etc before it went on the plane.
