Below is what so far - 4 weeks past the expected approval and several attempts to contact CR - I have from CR in relation to the expected high value cashback. I am not sure I could refer a friend to these guys.

I have reviewed your transaction within the store's system and can see that <merchant name> has marked your cashback as declined. I do find that transactions are generally declined due to the below reasons:

Transactions being changed, returned or refunded (partial or full)

Transactions being attributed to a different channel

A coupon being used that was not advertised on Cashrewards

Not complying with the store’s special terms

Due to this, we did not get any commission from your sale and we have no funds to pass on to you as Cashrewards only gets paid if our members get paid.
