      Not sure what's wrong with your approach, but I just tested mine and my portable jumpstarter displayed a charging rate of 28W via USB C from my small city car. Not quite 36W as advertised by the seller but good enough considering it was drawing power from a rather weak car battery.

          Also consider the number displayed on device is the Voltage, not the Wattage.
          PS: Surely you could solve this with a lemon, elastic band, and a paper clip ;)
