Unable to Add 7-Eleven Digital Gift Card to Apple Wallet

I have purchased 2 gifts from ShopBack au this morning. Able to add $75 card to Apple Wallet successfully and $40 is having issues.

The error says:

Your Issuer Does Not Yet Offer Support for This Card
Learn more about currently supported cards or ask your issuer if they offer cards that support Apple Pay.

  I noticed I can only add the card to wallet once. If you reset you phone and need to add it back, it didn't work for me.

          @unhsivzn: I’ve encountered this issue recently as well. I ended up just adding the second 7 eleven card to wife’s Apple wallet (as a workaround)

  @bobokingdom Suspicious fraudulent activity / too many cards added to your wallet (recently) can contribute to this block.

  You will have to wait approximately 6 to 12 months before trying again. It is always those pesky Prepaid Cards issued by Blackhawk Network.
  Alternatively, you can add the card to an Android device or a different iPhone and that may fix itself. Or, you can reach out to the Card Issuer and try your luck there via a phone call.

  I am managed to add both card to google wallet on android mobile - no issues at all
