You could get better specs for both PC and monitor for less than this
None at all. If you really can't stand having a box on your table get a micro PC with a vesa mount and you can mount it between your monitor stand and monitor.
These are e-waste to me if you can't upgrade parts. Better off buying a proper desktop or laptop instead. These are just for pure aesthetics.

For anyone after a compact PC for light use, I’d suggest picking up a mini PC for around $500 (can get an AMD 6800/6900 and usually 16GB/1TB, or even 32GB/2TB on steep discounts) and pairing it with a 27" 4K IPS monitor for about $400. Then just add a keyboard and mouse of your choice, you can find a good Bluetooth set for $50–100.
