Well technically both. Good temps but fans run at 2500RPM and sounds like a vacuum, or fans are manageable but temps are high.

My XFX 7900 XTX was the same, good temps but sooooooo loud. Now it's 2 years old I ended up water cooling it just for the silence
Asrock use crap sleeve bearing fans as well, which are not appropriate for a horizontal mount. Get the Hellhound.
This Steel Legend one is one of the worst 9070xt in the market. It doesn't do as well as the Steel Legend b650 motherboard
Share your build, is the case doing enough lifting? I've optimized that the fans don't spin at idle, because there's enough direct airflow over the components
might be cheaper to just replace the fan?
