Wait I’m confused it looked like from the steam description the complete has all the dlc packs?

I've played around with a few of the modes but not the DLC. How does it compare to the Skate franchise?
New Skate game is free to play so give it a go but as a Skate 3 player though I'm not into it. Skating is too floaty and there is no skate culture. It's like fortnite with skateboards.
"Complete Edition" is incomplete, missing all the cool toys, i can wait a few more years for a definitive anniversary edition
