I transferred some funds to my Hsbc to use, they did appear in the transaction history but the available balance was 0, I chatted to HSBC support and they told me " there is a cooling period where funds need to be in the account 24 hours before use as it may trigger the system". It happened to me before as well but this time it is taking longer

Yes, honest hardworking people need to wait. If you are an organised crime gang using hsbc for money laundering or a middle eastern royal family with sanctions, HSBC has no restrictions in place
they are holding my money for 48 hours now, I only transferred $40 that they are holding, I made $48 last month, I think that is why they don't want me to use it anymore
CBA holds transfer out for 1 day too (for 1st time new payee). And for direct debit, the received funds are held for 3 business days.
It helps to recover from user mistakes (e.g. someone gets scammed).
You could wait maybe 20 or so hours?
