NAB Credit Card Promotion - Spend $3K in 90 Days: Do Payments to Government Agencies Count?

It used to be clearly stated in the past that:

'government related payments (includes
transactions with Australian and overseas
government entities, semi-government entities,
or related agencies – for example, but not
limited to, Australia Post, council rates, motor
registries, fines, and court costs). Classification
as a government-related transaction is based on
merchant or financial institution data, so some
businesses may be treated as government related'

would not count towards the $3K spend requirement in 90 days for the promotion.

But from the information on the link below, this requirement doesn’t seem to be mentioned anymore in the Terms and Conditions.

It only states that government-related payments do not earn points.

Has this requirement been removed for the $3K spend requirement in 90 days?

I called NAB, they asked me to refer to the current T&C.

Beem hasn't worked for a while to bpay bills/government for me. They've blocked most of them.

Zip is what I do to bypass pretty much every bpay bills/government except deft.

Deft I've had to buy prepaid gift card.
