Looking for cheap golf clubs to play. Any recommendations on which club material is best, a decent brand as well as durability. Can clubs can be bought separately or usually sold as a package with bag. Thanks

Agree with this, buy 2nd hand as a first set. You can find decent sets for under $200 or even cheaper on gumtree. Have a few hits and get some lessons, and then when you figure out what works for you then you can spend money on something you know you actually want.

I don't know the answer myself but with the price gap now quite small should beginners go for steel or graphite shafts?

I'd second the Costco Callaway set. Very solid clubs, and forgiving of beginners. It's not a 'complete' set of 14, but it has enough to play a full game.
I third the Costco Callaway set. Also check FB Marketplace. A bought my entire set (including TaylorMade irons, QI35 Max Driver, and TaylorMade hybrids) for $1800 from a guy who bought the best but was not enjoying it. Had them verified as real because there are many fakes circulating.
I'd also stay away from some of the beginner budget friendly club kits like Wilson. They are fine for the price and will be good at the start, but lose value very fast and you will probably want to upgrade if you become serious.
I just started out as well and I did what most people recommended and that is to get used golf clubs.
I started getting a Titleist 975LE driver 10.5 ($100) loft to start out but found it's better to get something a bit newer. So I moved to Titleist TS3 10.5 ($190). So I recommend to get a driver at least around the 2010's or newer mark depending on your budget.
I then got a Titleist T100 7 iron ($100), 56 SW ($100) and Ping Sigma G putter ($100). Excluding accessories like bag, glove it costed me $590 and that is not full set.
If I were to do it again, I would get a new/used set for similar price with complete clubs like New Brosnan Mustang MK7 White Mens Golf Package Steel 1" Longer I386 from golftrader for $674.
I second this. Further for OP, you can find some decent quality standbags at a good price on eBay and AliExpress.
If you are starting out, you want a forgiving club, so get something with cavity back rather than a blade. Much more forgiving for hits off-centre.
If you are trying to learn the game not a terrible idea to buy second-hand. If you decide you want to play the game long-term then you may want to get fitted for a set.
