Great deal for anyone who snagged a $5 gold upgrade during the recent daily deal on Steam, but didn't want to overpay for the base game. Trading/waiting for that again works too.
There are no regional restrictions, and this is cheaper than the lowest price from US store as well.

Seems to work fine, activates the package "Civ V Ztorm Retail" upon entering the key in steam. I didn't use a vpn or proxy or anything dodgy during the process and the amount charged to my paypal account was actually $5.19
