There are many reasonable cameras around the $100 mark that do most of what you want without the wifi (usually only SD/720 video though). Personally, I use a Canon PowerShot A2300 but have a Eye-Fi wireless SD card (e.g. http://www.ebay.com.au/itm/Eye-Fi-Connect-X2-4GB-Class-6-SDH…) and it automatically connects and uploads nicely to home computers or directly to an iPad or other iOS or Android device. http://www.eye.fi/features
This was a couple of hundred $ more at this time last year. It gets pretty good reviews, though I can't comment on connectivity to your ipad, but you can get an SD adaptor for your ipad for around $25 at BigW, so probably a lot less elsewhere.

officeworks always have cameras on the cheap instore and online. I have bought all my digital cameras there and have found them to be cheaper than HN and GG, good luck
I bought a camera from DWI a couple of years ago very cheaply, if you don't mind buying straight from HK. Just check that they have the stock, otherwise it just doesn't turn up, and you end up having to re-order something else.
They also have coupons for discounts or free shipping.They have a FB site that you can "like", and keep an eye out for specials and coupons.
