I just walked into my local Target and it scanned at $15. I know it was cheaper on PSN before (which btw has now expired), but to those who prefers a physical copy that's a great price. Enjoy!
It's a shame the pre-order deals aren't as good as when the 3DS launched, this is the only PS Vita I can find with a free game. When bought separately Ridge Racer costs:
