For a starter DSLR it is a good Camera. Its no $2500 DSLR but at $400 is great to learn on. I really enjoy mine, but like was mentioned, you want to have the IS lens with it. Helps a lot.
like to point out that this is not the normal IS lens found with most low end canon dslr's…
i find IS can be a huge help at times
If its with IS lenses then its the best deal… without IS.. its not at all worthy…

I am happy with mine and have found a heap of lens on Ebay and they are a lot cheaper then other brands. You can get a good 2nd hand long range lens for under $100 at times. For starting out it is great.

The lens here does not have image stabilisation.
