It's probably the reason why it is cheap.
I am guessing it's a grey import so they needed to open the box to swap the power adapters and maybe remove some overseas documentation. Beware some vendors don't support grey imports for warranty, not sure about Samsung.
So that you can't return for replacement if it DOA. why? because the seal broken.

We both understand, you made a lot of money selling the unsealed phones. We both know the unlocked phones or unsealed phones for other reasons have risk in terms of updates etc.

Like many others here, I bought a SGS3 4G from these guys and found the seal to be broken. Their customer service was terrible and tried to run with quality checks as the reason for the broken seal. Their site lists "Brand New" in the item page and when questioned where it stated the phones would come unsealed, they said it was written in their site. I went looking for that page and took me 10 minutes to locate it - small writing on a less than obvious page.
I would not recommend them at all, even if they are disclosing the phones have no seal here (first time I've seen it). The fact that the item page itself lists "Brand New" as the condition and has no mention of no seal cannot be ignored.

fyi i bought galaxy tab from ebgames deal $199 long time ago. local australia store. website said brand new. store explained the tablet is new but box is put out in the store for display for months. arrive in damaged unsealed box. complained to www.accc.gov.au/
got call from accc officer, they said doesnt matter the box damaged or dirty or no seal, aslong the product is new, store can sell it as new.

when you pay MUCH less (most of the time) compare with buying locally, they come with few catches, unsealed box for example. but still, the phone itself is NEW.

and yes how would we know the phone is 2nd hand or new? well, depends on your own research. buy from reputable shops, check feedbacks before buying, etc
do you know there are specialized factories in China, making second-hand or refurbished phones exactly as "brand new"?
Though I don't have evidence regarding UM's unsealed phones, it is naive to believe the phones are new just because they look like brand new!

I don't know if a Samsung repair center in Aust will accept an Octo unit for repair, which might complicate things.

Shonky advertising. Why does this bargain not state clearly that it is an offer for a grey import? People can then make their own minds up if that is what they want or not.

Maybe that should be a new rule?, but as of now it isn't. Unlike a lot of other online stores at least UM now have that "import Direct" sign on their website.
