Most beer imported comes by container ship, if the container was on the top deck, then it gets heated and cooled in the sun especially hot near the equators - so truly imported beer can be affected and the quality can be hit and miss compared to the product in its original country. Plus beer does have a limited shelf life.
With Becks selling well it made more sense to give a consistent quality by manufacturing it locally. - this was the explanation given to me by Chuck Hahn at a recent beer tasting night. S
