You don't call them to book; you use the Uber app.
You can book a pick up from anywhere,as long as there is a driver in the area you are booking the pick up from.

no law court has banned them but there have been some regulatory issues with uberx ride sharing (as distinct to uberblack hire cars or ubertaxi)
