Try another browser, or maybe make sure you have the base game in your steam library (if it already is, try starting the download process and then try to add the DLC while the game is downloading).
That did the trick (starting the download). I guess something must have happened in regards to the way Valve has been changing the way F2P are registered to accounts.
Hmm strange, I don't see it as free through:(
