Historically, codes have worked after the event has finished so hopefully you're good. You can still StreetPass someone who does have it though if it doesn't work.
You'll need the game, code entry is done after launching the title, from a menu on the titlescreen.
By require the game, I mean need a code from it to input onto the website.
I doubt it. I think a code will either be generated by the website or just be generic. There's nothing from the game you could give to the website for it to create a code (and if there is, then I guess you can message me for it :))

lol, sigh, I'm just going to use it to get Surf Pikachu and Pokemon that are now near impossible to get.

They're not near impossible though. Thanks to the X/Y cloning glitch, there's heaps of them out there now. I know this because a friend of mine originally did this specifically with Surfing/Flying Pikachus and then traded them for a heap of legendaries.
Unless you want your name tagged to your Pokemon, it's incredibly easy to get close to any Pokemon deemed legitimate.
I tried the QR code hack, it works like a charm, and they're deemed legitimate.
But, can't help think it's cheating or ruining the game, so I made a few boxes for them and use them for fun.
That way I justify it.
How much did Eon cost originally?
Not sure if you're serious but it never cost anything which is why I personally don't think these should be allowed as "deals" even if they are limited time only.
Previously cost whatever you paid to get into the city to download it.

There isn't anything strictly in the guidelines that says this sort of thing isn't allowed. If you really have a problem with this deal I guess you could report it and leave it to the discretion of the moderating team.
