Similar to the EB Games promo, Nintendo Hong Kong are sending out codes for Shiny Rayquaza's! I can verify it works, as I just got my own just now.

Things to note about this Rayquaza and promo:

• No Mega Stone attached (or any item in fact)
• Now available for Pokemon X and Y
• Code redeemable on all regions, including PAL (us)
• No Facebook required!

Steps:
1. Enter an email in the 'Your Email Address' box.
2. Click 'Enter'
3. Note code
4. Boot up Pokemon and select 'Mystery Gift' after intro video is played
5. Click 'Receive Code', then 'Receive via Code'
6. Follow the rest of the steps.
7. Enjoy
