Given that 4600 FIFA points costs $50.20 or $45.18 with EA Access, FIFA 16 Super Deluxe looks like a great deal!

Agreed. Pay to Win is the logical progression of In-App-Purchases, and an unfortunate trend.
FIFA points aren't required to play, but you'll do better in tournament games with better players.
You don't need them. You can usually earn money or points or whatever it is by just playing the game but it will take longer than just paying the money to buy all the points you need.
I've never bought any FIFA points/money and it doesn't take that long to build a decent team. It's only the very popular players which cost a lot of in-game currency to buy.
