That's how I got my 3 games for $5 during a sale a long time back. He bought them for me then I paid him via paypal. You can also try using a proxy and a credit card.And whoa, sweet.

I've actually emailed D2D support about that half a year back. Never gotten a reply.
Worst part is that you don't know which games you can buy until you click on it.
And then you realise how little games you're allowed to actually purchase…
Like someone else once said, at least Steam puts some effort into hiding games you weren't allowed to buy.@leonheart1: The D2D site is really targetted at the US/EU (Hence the region selection drop down box top right). If we can happen to get the odd game or two direct without silly distributor restrictions it's just good fortune.
