Was looking to get a laptop with i5 processor with the ctec20 code on ebay and drilled it down to this one. Still not sure whether to pull the trigger with only a couple of hour left.. any thoughts?

No, no games just light use with basic photo editing. I think the ebay code finishes tonight though. Not sure whether I should worry about a seperate graphics chip.
Just get a Latitude 14 off of the Dell outlet tomorrow. They'll have a new selection of refurbished laptops.
You can get a Latitude 14 5000 or Latitude 14 7000 for about $800. Go for the 7000 series if you can.
Would be fine for photo editing and any normal use. The 6200U has decent integrated graphics, and photo editing doesn't require a powerhouse GPU. Might be worth buying another 4GB RAM though ($25 with the 20% off here).
The features page mentions dedicated video, but the specs page says it's internal video only. Are you going to play games on it?
Also, it looks to me like the auction has a couple of days to go, not a couple of hours.
