Now i could be wrong… and i probably am.. but last time Voda did R-A-F
you BOTH had to attend at a store together to be eligible.

Notes needed to be left on BOTH accounts so that when the online form was completed they could verify the referral had actually occurred.

I just submitted the application online. It said it will take 72 hours to be approved and I didn't get a request to attend a store. I'll let you know but it seems pretty easy so far.
