You realise most belts come with removeable buckles which allow you to trim the belt without punching new holes?

Having said that however, I picked up a set of hole punches at my local el-cheapo $2 shop. Theres about 10 to 15 different sized punches.

I just use my drill and a sharp drill bit. Works well, but go from the front of the belt to the back.

Awl, drill bit or special tool. Personally I'd go for the drill bit the way Helmuth suggests.
