is it worth spending that little bit more and getting the (international) 1080 I mean for the sake of about 150 plus shipping… you could have the 1080. (not local) this 1070 is obviously cheaper, but if your gonna spend 500 bux on a graphics card, Im assuming the extra for the 1080 wouldn't be a stretch? (500 already being a great deal of money)

Sure if you want a GTX 1080. It's a significant amount more though and I would buy a GTX 1070 from overseas in the case that it was cheaper which it almost always is.
