I'm presuming you can. The T&Cs don't say anything about it not being able to be & the 5% off with your Citibank BP Card comes on your credit card statement, not at the service station - so I don't see any reason why not. As I fill up at BP most of the time now (because of the Citibank card) this will go well to get an extra 3c off each time.

Whats the difference in price between the cheapest petrol (89?) and the 91?
Generally nothing. The 91 replaces the 89 so you can't choose at the one site, so direct comparison is not possible
