They just posted a notice on building entrance today informing us driveway will be closed from 5pm later - tomorrow noon.
First, they posted when everyone is on work or school.
Also, The driver won't see that notice as they are using other entrance.

Sometimes emergency works need to be done. What are they doing?
Sometimes it is hard to determine where to notify residents of closure of their road/access, especially in apartment buildings. I've been involved from the contractors side and almost always get complaints because they didn't check their mail, or see a sign.
If it is legit, someone will be working there when the notice says, if it's not legit there will be no works. Be mindful though, that sometimes delays occur on other jobs and they might want to get the work done soon if nothing happens immediately according to the notice.

What my concern is, if their procedure is legit or not?
The notice does not even show the issue date of the notice.
Feels like they want to scam through proper procedure and get things done.
And as I understand, they should have some paperworks issued and need to be posted before construction.
You are obviously very upset. When the workers arrive you should go and berate them for not notifying you of the inconvenience. Make sure you hold up the supervisor from starting the works for a while too, that will teach them a lesson

It's perfectly legit, sometimes work needs to be done urgently and thus they can't give you your preferred 3 years notice.
