I didn't really get into ES1 as much as I did EL; is ES2 still worth getting in this case?

I played ES2 on free weekend, much better than ES1. Has a storyline and quests which make it interesting (ES1 was lacking there)
Plus Tooth and Tail in T3 which is well rated

Mate, you are essentially asking how long is a piece of string. So, if you ask questions like that, be prepared for answers like that.
Not many sales in general on those games, so the answer to your question is probably no - simply because it seems to sell well without the need for any discounts.
Depending on how much you want to spend you can get it cheaper than Steam on some reseller sites.
@pensionday: Would recommend searching for a deal, then doing by post date to see how frequently sales happen. AOE2 Seems to be on sale every few months whilst AOE3 not so often
