Deliveroo often do free Delivery too. I guess they don't charge restaurants as much either, because there are cheaper options. For example, there are places that are listed in both Deliveroo and Uber, and on Deliveroo they offer a few mains at say $12, but on Uber, they aren't an option at all, and only the $16+ meals are shown.
