Found this on HotdealsUK. It is for the Europe region so unsure if it is able to be played on Steam in Australia. I hope that someone can comment and it can be edited.

This game cannot be activated using Australian steam accounts — you'll need to run a VPN and have an EU IP address to activate and to launch the game when connected to Steam.

  Steam has it for $9.59 USD (~$14 USD) but at least there is no risk when it comes to activation?

  You COULD use a VPN, but then you'll have to use the VPN to launch the game every time.

  Better of purchasing a worldwide copy elsewhere or from Steam.

  2K19 release date is 11 September 2018, so this will still be the flagship bball game for another 10 weeks or so.

  I’ve been playing 2K for over 10 yrs, and I can say it’s changed a lot. 2k18 is broken. I wouldn’t even buy it for this price
