Cheapest Pre-Paid Sim Just for Receiving Calls/Txts

i went and got a $2 voda sim today hoping to activate it with My ID and use it just to receive calls/txts.

tells me i have to put credit in it before they will activate. i am confused cos i never had this happen before.

what is the cheapest prepaid.

i know right now i see there is a kogan $4.90 deal. i am not going to be using it so is there anything cheaper?

    Must recharge at least once a year I believe. Was told they don't offer PAYG on postpay anymore.
