Telstra tickets have more restrictions as to where you can sit compared to full price tickets.
It depends on whether these are 'restricted view' seats on level 1 of docklands in an effort to make the crowd look bigger on TV.
I've been at the ticket window where the gent/lady has tried to upsell me one of those for the regular price of an unreserved level 3 seat.
In any case it's a $(27-20) = 7 dollar saving on general admission.

Looks like it is only for Dragons games at the moment, with Round 2 being the exception with a game for Canberra, and one for Brisbane (Or Brisbanse as they say on their website)
