Trying to get replacement bin from council

Hello Ozbargaineers,
I was wondering if I could get some help with this.

I moved into a fixer-upper a short while back and the place hasn't been occupied for a couple of years.

The rubbish bin is an old small green one that is insufficient, these bins haven't been used for years.
I called the council to get it replaced with a standard sized bin and they said I will have to pay $69 for a bin replacement.
Do I have any other options?
I have to leave all the household rubbish piled in our indoor bins if I miss a week of taking the bin out which can smell.

I kinda feel like I am getting ripped off by paying the same waste management rates as everyone else but not being provided the same service.

Any help would be appreciated, thank you.

    It is broken at all? I've had council in Brisbane replace a bin that was cracked on the side (I think due to the automated truck forklift picker upper hitting it)

  • It is very old, but not much damage.

    Edit: It's a smaller version of the standard bins with the red lid, but it has a green lid.

      Green lids are usually (not always) green waste.

      Every council has different replacement rules which should be on their website. City of Sydney would just send a new one for free.

      Did you explain that you are a new owner and there was no red top (landfill) bin on the premises when you moved in and it appears to have been stolen?

      $69 is fair value. They are $120 at Bunnings.

      • I gave my information which was a mistake, parents assured my I wouldn't have to pay.

        I explained to them I had a small bin and it was insufficient for my household.
        She got my details because the person who handles this wasn't there are the moment.

        I asked about a fee and she said it would be that much.

          The small bin isn't the issue (or am I missing something).

          The small bin appears to be a green waste bin (garden clippings). You don't have a general waste (landfill) bin.

          Just tell them that it was taken by the previous owner. Don't confuse the issue by discussing sizes.

          • @brad1-8tsi: Where I am, the general waste bins used to be that dark green.
            2 years ago they removed all the dark green bins and changed the lids to the red and light green. (the yellow recycling bins didn't change.)

            I think this would be different compared to the big cities.

        Bunnings don't charge you thousands of dollars each year in 'rates' that are meant to include things like this though? :)

          Thousands? The rates at both my current (and previous) place are ~$1600 on unimproved land values of $1m+.

          I get libraries, swimming centres, parks, sporting facilities like ovals and basketball courts, bicycle lanes, roads, kerb & gutter, storm water drainage, public toilets, car parks, community & recreation centres, street festivals, child care centres & other services. It's a pretty sweet deal.

            @brad1-8tsi: What about replacement bins? (Wish our rates were that price. Ours are about double that on average for property 'worth' much less. :) )

            I do get some buffer in case of zombie apocalypse but… okay that's fair value.

              @[Deactivated]: My council recently reappraised my house and land, upping its value to $1.25m and raised my rates accordingly. I’d be lucky to get $850k if I sold it. I actually sent an email to the council telling them I was prepared to sell it to them at the bargain price of $1m, and they could then resell it for its ‘real value’ of $1.25m and make an easy $250k. I never received a reply.

                Don't expect anything from council. They're a law upon themselves.

                Council doesn't value your land so it's useless to contact them.

                You can appeal to the Valuer General and if that doesn't work you can go to the land court.

    Not sure if things are different in Sydney.

    But a smaller bin = less council fee, so you would have/will pay less fee than "everyone else". Are you sure the $69 isn't an upgrade fee to a standard/bigger bin?

    You mentioned that the bin you currently have is "old". If it is on the verge of breaking, wait till the bin truck damages it, then ask the council to replace it for free?

    • All of our bins got replaced about 1 and a half years ago to the red lid ones (part of an Australian-wide thing and the contract for waste management changed hands around that time too.
      I believe I am paying the same price as everyone else as they don't check it, and it is a free standing house.
      The council website does say 'replacement fee'.

        then why don't you just tell them that this is an old one that should have been replaced (presumably for free) 1.5 year ago but wasn't because the premises was unoccupied, and ask for it to be replaced now?

      The bin I have at the moment kind of looks like the 80L or 140L.

    Well they can't just give out free bins, all the right wingers will be saying they are wasting tax payers money.

    $69 doesn't seem to bad.

    • I understand where you are coming from, I just feel like we should have the same services as everyone else as this is no fault by me because I moved in recently.

      If I broke a standard bin or didn't take care of it, I would understand that would be my fault.

        The bin is part of the property chattels. You bought it with the house. Want to change it? Pay the costs just like everyone else faced with the same issue.

        You bought the house as is with the small green bin. Should have reduced your purchase price by $69 if it bothered you that much.

    My bin had a crack in the lid and the council replaced it for free. Just had to leave it outside and they put a new lid on it.

    Just put your foot through it and and show them that the garbage truck damaged it

      I guess this bin is old, it must be close to falling apart.

      I don't think they would have those old, small bin lids either.

    My local council downsized the bin size, and if you want a bigger one you have to pay extra on your rates.

    Ummm, anyway maybe your old creaky bin can have an "accident" or "be stolen".

    For information:
    At home, garbage bin is small green with green lid, and recycling large green with yellow lid. No red lids at all. No green waste offered unless specially requested at significant cost.
    At rental property, garbage bin is small green with green lid, recycling large green bin with red lid, green waste large green bin with green lid (with bonus huge two foot gash down the side).
    Only 10 km difference and the bin situation varies greatly.

    Maybe they all paid for $69 for a bin? If you pay $69 you'll have a big bin like everyone else.

    I rang nh my council after my bin disappeared on rubbish day.. They said mostly likely it dropped into the truck.. Happens all the time.. Bin replaced on the day no charge.

  • Just remembering that I had one stolen once, I rang up (free replacement on the day), but the lady told me that people stole them to use as eskies for parties LOL!!

    Anyone ever been to a party that had a wheelie bin as an esky?

      I know someone who fills theirs up with water in the summer so they can jump in and cool off.

      I know a guy who tried to use one as a fire pit in Winter.

      It didn't end well :/

    This is not the place to discuss your options.
    Go in and see council.
    meanwhile DONT FORGET to put out your bin - thats clearly YOUR PROBLEM

  • I called my council to change our unit block bins from four x 60L to one 240L, they gave me the number of their supplier (https://www.wheeliebinco.com.au) to organise and pay for a new one myself.

    I emailed council afterwards and they called back to say it was free. I just had to leave the old bins out front for them to take qhwn they delivered the new one. So the first person I called had NFI, the second person that called me back from my email was from the correct department.

    I have had a damaged bin fixed a couple of times without problem.

    We also live in a smaller bin area and can pay extra for a larger and / or second smaller bin. This is a yearly cost on top of our rates.

    That being said with a family of 4 + 4 animals we never have an issue with bin being too full (although it is usually close to being full every week) aside from when I have green waste to dispose of.

    I don't recommend balancing your bin on the edge of the kerb for the next year so that every time they put it down after emptying it falls on the road.

    Say your bin got stolen. When they deliver the new bigger bin, put the smaller one inside the bigger one on collection day.
