When you say that it does not receive or play HD programs, has this always been the case? Or did it previously work and now does not?
Does another TV in the same location and using the same antenna and wiring receive and play HD programs?
Does the TV display any error message or anything on the screen when you try to receive or play HD programs?
Is the "23" in the model number the screen size? 23 inch? Or about 58cm? That suggests that the TV may be more than a few years old. It's possible that although the screen is HD, the TV may not support free-to-air HD reception. If so, it probably also doesn't receive or play channels like the Racing Channel (is that channel 75?).
I suspect that the TV may not support free-to-air HD and will not be upgradeable. Have you tried talking to whoever you bought it from?
