Winner will be chosen by an independent adjudicator or panel of judges appointed by the Promoter and notified by DM on Instagram.

It looks like it's open to everyone (not just RMIT students):

"The competition is open to residents of Australia aged 18 years or over except employees of Medical Hub @RMIT and their close relatives and anyone otherwise connected with the organisation or judging of the competition."

The T&Cs have a closing date of October 31, whereas the Instagram post states it closes on the 7th of November. I've gone with the earlier closing date, just in case. Good luck :)
