Why Are Dubai Tours So Cheap?

I’m looking at tours in Dubai for an upcoming stopover. I’m quite surprised to see how cheap they are. For example a 10 hour tour is as low. $23usd. It’s not just one company. There are many, including Gray Line. Most of these even offer hotel pick up.

I know China has a lot of shopping in their tours, but some of these don’t appear to have any ability to shop due to the location.

Can anyone explain why these tours are so cheap. I’m looking at them on Expedia and Viator so not necessarily dodgy.

    Oil money propping up tourism for word of mouth, countries like this need good conversation about how nice it is to visit.

    If you are looking for a tour we had a great time on the 4WD on the sand dunes, followed by the dinner and show, tour. The food was pretty good and a got a decent henna drawing on my ankle.. I would also recommend wandering around the Souks. My suggestion is don’t go to Dubai during Ramadan

    They use 3rd world labour, who they bring over on precarious temporary work visas.

    They pay the workers salaries that are better than what the workers would get in their home countries, but a fraction of those in the developed world.

    If the workers agitate for better salaries then their visas are cancelled and they are deported from Dubai. The visas are tied to their employer, who acts as the 'sponsor' so they can't resign and leave for a better job. Even the workers' passports are kept by the employer for 'security reasons'.

    There is no pathway at all for a worker on a work visa to somehow become a permanent resident. Even if you live in Dubai for 50 years, you will have to leave and return home when your employment ends.

      They also bring workers in and pay them just enough to get them in the country then they confiscate their passports so they can't leave. Then they work them like slaves.

      I thought of this, but even in third world countries, tours are not as cheap.

      As for oil money, I doubt they would care whether a tour was $23 or $99. And would they really go around having deals with so many operators?

    I found pretty much everything decently priced in Dubai. Except for a ticket to the top of the Burj Khalifa, that was hella expensive.
