Offering a Scholarship - Rules and Regulation

Hi
Does anyone know or have any resources/ websites on the legal requirements of offering a scholarship?

I have googled a lot of different ways of phrasing this and can only find info on people looking for scholarships, nothing on how to offer.

  Nope, it's not for tax reasons at all. To promote a website of mine actually, but want to do it legally.

Don't contact schools on a Gmail; screams dodgy. My work's been getting a lot of these lately and all the websites look exactly the same with the exact same entry criteria for example …

As for offering them, I guess you contact the schools you wish to offer them to and ask them to promote them to their students.
