For Xbox One "Green Cities" is not free at the moment, but "Pearls from the East" and "Carols, Candles and Candy" is.

From the Paradox forum post… “We are currently investigating why the DLC isn't showing up as free on the Xbox/MS Store“, there’s no indication of a time frame unfortunately.

Edit - Seems like if you go to the direct link it might not be free yet but I did manage to add to cart and purchase for free by viewing all addons for the game and clicking add to cart from there.
