  Do dog owners use these on their pets as a permanent collar, or only when the dogs might be going near water?
  I'm just thinking that polyurethane coated webbing might not be the best as a permanent collar?

  If our dog's collar gets wet (which is reasonably regularly) we just take it off when back at home and let it dry before putting it back on.
