Only when it's docked it needs the 15v. It can trickle charge at 5v when handheld mode or on standby

These are pretty safe reliable chargers assuming they haven't changed the internal cells (which is always possible). I own 2 older (white models) and I'm sure thousands of these white models have been sold to OzBargainers over the years.
I never bought the black one so I can't speak for that.
That's a completely different brand. And not to mention that Xiaomi products are a lot more reputable than Kogan ones
